Before the first permit and for a corresponding change or expansion, the operator must assess whether suitable carbon dioxide storage and transport facilities are available and whether retrofit for capture and compression is technically feasible and economically reasonable. If the conditions are met, sufficient space for the retrofit must be reserved.

Vor der erstmaligen Genehmigung sowie bei einer entsprechenden Änderung oder Erweiterung muss der Betreiber prüfen, ob geeignete Kohlendioxidspeicher und Transportmöglichkeiten verfügbar sind und ob eine Nachrüstung zur Abscheidung und Kompression technisch möglich und wirtschaftlich zumutbar ist. Bei erfüllten Voraussetzungen ist eine ausreichend große Nachrüstfläche freizuhalten.
