During construction or a substantial change, combined heat and power measures must be implemented where technically possible and proportionate. Otherwise, the competent authority must be notified without delay. For certain natural-gas-fired gas turbine or combustion engine plants, gas-and-steam turbine or combustion-engine-and-steam-turbine coupling measures must be implemented instead.

Bei Errichtung oder wesentlicher Änderung sind Maßnahmen zur Kraft-Wärme-Kopplung durchzuführen, sofern dies technisch möglich und verhältnismäßig ist. Andernfalls ist die zuständige Behörde unverzüglich zu informieren. Für bestimmte Erdgas-Gasturbinen- oder Verbrennungsmotoranlagen sind ersatzweise Maßnahmen zur Kopplung von Gas- und Dampfturbinen beziehungsweise Verbrennungs- und Dampfturbinen durchzuführen.
