If the proportion of established promotion posts exceeds the prescribed upper limits, the corresponding conversions must generally be carried out from 1 January 1972 whenever every third post becomes vacant.

Wenn der Anteil der eingerichteten Beförderungsämter die festgesetzten Obergrenzen überschreitet, sind grundsätzlich vom 1. Januar 1972 an bei Freiwerden jeder dritten Stelle die entsprechenden Umwandlungen durchzuführen.
