**Executive Council Resolution No. (45) of 2025** **Constituting the** **Supreme Committee for Overseeing** **Al Quoz Creative Zone in the Emirate of Dubai** [**[1]**](#_ftn1) **ـــــــــــــــــــــــــــــــــــــــــــــــــ** **We, Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council,** After perusal of: Law No. (5) of 1995 Establishing the Department of Finance; Law No. (6) of 2008 Establishing the Dubai Culture and Arts Authority; Law No. (16) of 2023 Concerning Urban Planning in the Emirate of Dubai; Law No. (26) of 2023 Concerning the Executive Council of the Emirate of Dubai; Decree No. (36) of 2019 Appointing the Chairman of the Dubai Culture and Arts Authority; Decree No. (1) of 2023 Concerning Governance of the Councils/ Boards and Committees Affiliated to the Government of Dubai; Administrative Resolution No. (2) of 2021 Constituting the Supreme Committee for the Al Quoz Creative Zone Development Project; and Administrative Resolution No. (8) of 2021 Adding a New Member to the Supreme Committee for the Al Quoz Creative Zone Development Project, **Do hereby issue this Resolution.** # **Definitions** # **Article (1)** The following words and expressions, wherever mentioned in this Resolution, have the meanings respectively assigned to them, unless the context implies otherwise: Emirate: The Emirate of Dubai. Ruler: His Highness the Ruler of Dubai. Executive Council: The Executive Council of the Emirate of Dubai. DCAA: The Dubai Culture and Arts Authority. Supreme Committee: The Supreme Committee for Overseeing the Al Quoz Creative Zone, constituted under this Resolution. Chairman: The Chairman of the Supreme Committee. Project: The Al Quoz Creative Zone Development Project. Al Quoz Creative Zone: The area designated as the Al Quoz Creative Zone within the geographical boundaries of the Emirate, together with any other area incorporated into it in accordance with the legislation in force in the Emirate. # **Constitution of the Supreme Committee** # **Article (2)** Pursuant to this Resolution, a supreme committee named the “Supreme Committee for Overseeing the Al Quoz Creative Zone” is constituted under the chairmanship of Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the DCAA, and with the membership of: 1. the Director General and Chairman of the Board of Executive Directors of the Roads and Transport Authority, as deputy Chairman; 2. the Commander-in-Chief of the Dubai Police, as Member; 3. the Director General of the Dubai Municipality, as Member; 4. the Director General of the Department of Economy and Tourism in the Emirate of Dubai, as Member; 5. the Director General of the Dubai Digital Authority, as Member; 6. the Director General of the Government of Dubai Media Office, as Member; 7. the Director General of the DCAA, as Member; and 8. the Chief Executive Officer of the Dubai Real Estate Corporation, as Member. # **Objectives of the Supreme Committee** # **Article (3)** The Supreme Committee has the following objectives: 1. to contribute to strengthening the Emirate’s position as a leading hub for talent, an enabling environment for creativity, and a prominent knowledge and cultural beacon in the region; and to support the Emirate in becoming the best place in the world to live, work, and create; 2. to support businesses and services in the Al Quoz Creative Zone by ensuring the sustainability of the cultural and creative industries sector, which aims to produce goods and services that add value to the Emirate’s economy; and 3. to address the difficulties and obstacles that hinder the promotion of investment in the Al Quoz Creative Zone, thereby contributing to strengthening the Emirate’s position as a global economic hub. # **Functions of the Supreme Committee** # **Article (4)** For the purpose of achieving its objectives, the Supreme Committee has the following functions and powers: 1. approve the plan for the development, operation, and promotion of the Project; and supervise its implementation; 2. ensure that the implementation of the Project development plan proceeds in accordance with the approved plans, aligns with Government priorities and strategic directions, and achieves its approved objectives; 3. review the results of the strategic performance indicators for the Project development plan, follow up on the implementation of the plan, and advise on the measures and solutions required for enhancing the efficiency and effectiveness of its implementation; 4. approve the necessary recommendations regarding strategic plans and studies, and infrastructure development projects related to the Project that are aligned with the Emirate’s urban master plan; 5. monitor the development of the Framework Plans related to the Project, and submit the necessary recommendations thereon to the Supreme Urban Planning Committee for approval, in preparation for their final approval by the Executive Council; 6. approve the requirements for the projects supporting the creative community within Al Quoz Creative Zone; develop and attract creative programmes; and oversee their implementation; 7. issue the necessary directives on any substantial amendments to the [approved] Project development plan, in light of the relevant developments and the orientation of the Government of Dubai; 8. monitor the implementation of the Project development plan and its progress through the stages of completion, and issue the necessary directives for addressing any obstacles or difficulties encountered at any stage; 9. propose the policies and legislation that ensure the achievement of the objectives of the Supreme Committee and the intended outcomes of [implementing] the Project development plan; enable the entities concerned with this plan in the Emirate to perform their functions and exercise their powers; and submit those proposals to the competent entities in the Emirate to take the necessary action in respect thereof; 10. ensure integration of roles of the entities concerned with the Project development plan in the Emirate and issue the directives that ensure providing the support required for facilitating coordination amongst such entities; 11. make the necessary decisions to resolve any issues or disputes that may arise among the entities concerned with the Project development plan, where no agreed solution can be reached, and, where required, refer any unresolved issue or dispute to the Executive Council; 12. form sub-committees and work teams to assist it in performing its duties; and determine the functions, powers, Terms of Reference, and all other matters related to these sub-committees and work teams; 13. seek assistance from experts and specialists, as it deems appropriate, from within or outside of the Emirate, whether or not they are employees of the entities concerned with the Project development plan; and invite them to attend its meetings without having the right to vote in its deliberations; and 14. exercise any other functions or powers related to the achievement of the objectives of the Supreme Committee and the implementation of the Project development plan, as assigned to it by the Ruler or the Chairman of the Executive Council. # **Governance of the Supreme Committee** # **Article (5)** The provisions of the above-mentioned Decree No. (1) of 2023 and the resolutions issued in pursuance thereof apply to all matters related to the governance of the Supreme Committee, including the procedures for holding its meetings and passing its resolutions and recommendations; and the duties of its Chairman and Members. # **Providing Administrative Support** # **Article (6)** The DCAA is responsible for providing the Supreme Committee with the administrative and technical support to enable it to perform its duties under this Resolution. # **Cooperation with the Supreme Committee** # **Article (7)** All Government Entities and other entities concerned with the Project development plan in the Emirate must fully cooperate with the Supreme Committee and its sub-committees and work teams, and provide the data, information, statistics, studies, and documents requested and deemed necessary by the Supreme Committee to enable it to perform its duties under this Resolution, the resolutions issued in pursuance hereof, and other legislation in force in the Emirate. # **Tenure of the Supreme Committee** # **Article (8)** The tenure of the Supreme Committee will be three (3) years commencing from the date on which this Resolution comes into force, renewable pursuant to a resolution of the Chairman of the Executive Council, issued upon the recommendation of the Chairman. # **Provision of Financial Appropriations** # **Article (9)** The Department of Finance will provide the financial appropriations required to enable the Supreme Committee to achieve its objectives and exercise its functions and powers under this Resolution, the resolutions issued in pursuance hereof, and other legislation in force in the Emirate. # **Issuing Implementing Resolutions** # **Article (10)** The Chairman will issue the resolutions required for the implementation of the provisions of this Resolution. # **Repeals** # **Article (11)** a. The above-mentioned Administrative Resolution No. (2) of 2021 and Administrative Resolution No. (8) of 2021 are hereby repealed. Any provision in any other resolution is also hereby repealed to the extent that it contradicts the provisions of this Resolution. b. The resolutions, bylaws, and instructions issued in implementation of the above-mentioned Administrative Resolution No. (2) of 2021 and Administrative Resolution No. (8) of 2021 will continue in force to the extent that they do not conflict with this Resolution, until new superseding resolutions, bylaws, and instructions are issued. # **Commencement and Publication** # **Article (12)** This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette. **Hamdan bin Mohammed bin Rashid Al Maktoum** **Crown Prince of Dubai** **Chairman of the Executive Council** Issued in Dubai on 4 July 2025 Corresponding to 9 Muharram 1447 A.H. * * * ©2026 The Supreme Legislation Committee in the Emirate of Dubai [1]_Every effort has been made to produce an accurate and complete English version of this legislation.
